Scope Overview
The International Transportation Learning Center (ITLC) is a national nonprofit based in Silver Spring, MD, dedicated to advancing frontline workforce development across industry sectors critical to the nation's economic growth—including transportation, infrastructure, and advanced manufacturing. To accomplish this mission, ITLC builds and supports partnerships that enhance workforce skills, promote career advancement, and improve organizational performance.
ITLC is seeking a consultant to support technical assistance and development of training programs for bus maintenance in general and in Low and No emission vehicles (Low-Nos) in particular. The ideal candidate will have the skills and ability to work collaboratively across ITLC Project Teams and with a variety of industry experts and stakeholders to ensure that ITLC’s initiatives, resources, and services meet the needs of transit, are aligned with the goals of the organization, and support significant advancements in training programs and workforce development connected to the industry’s new technologies.
Scope of Work and Key Responsibilities
- Provide technical expertise on bus maintenance training needs across ITLC projects, with particular focus on Low-No technologies. This work includes:
- Collaborating with labor and management subject matter experts connected to ITLC work in these areas
- Providing technical assistance to transit agency personnel and others on bus maintenance and technology subjects, including Low-Nos
- Leading the design, development, assessment, and dissemination of curricula and courseware in collaboration with instructional designers and other relevant ITLC staff
- Conducting outreach to industry stakeholders on Low-No adoption and training needs
- Assisting in advancing maintenance mentorship and apprenticeship programs
- Advising on workforce recruitment and retention activities
- Providing regular written reports to ITLC leadership on the progress of work
- Lead activities and discussions that reinforce adult learning theory and instructional best practices
- Represent the organization throughout the transit industry through presentations and relationship-building at conferences, meetings, and in webinars and other gatherings
- Support program and organizational needs by maintaining relevant project records and files
- Share subject-matter expertise with ITLC staff through internal learning support, guidance, and ongoing updates
- Assist in developing proposals for new funding, including Low-No grant opportunities, and in reporting to existing funders
Qualifications
Required:
- Strong technical understanding of transit buses and bus systems, including Low-No technologies
- Experience as a mentor, coach, instructor, or learning facilitator, with a solid understanding of the concepts of adult learning
- Strong verbal communication skills, including experience developing and delivering presentations
- Strong writing skills
- Working knowledge of Microsoft Office, Outlook and Teams
- Ability to work effectively and collaboratively with labor and management industry representatives, frontline workers, and other industry stakeholders
- Ability to work effectively and collaboratively with all ITLC team members
- Ability to travel
- Willingness to acquire an in-depth understanding of the organization’s mission
Preferred: The ideal candidate would have:
- Familiarity with nonprofit organizations and/or public sector employment
- Experience as a transit bus technician
- Experience as a transit bus technical trainer, mentor, and/or instructor, both with general bus subjects as well as Low-No technologies
- Experience designing, developing and delivering successful and engaging training programs
- Demonstrated ability to work with labor-management teams
Type of Engagement:
Consulting engagement with hours and assignments to be determined. Occasional work travel.
Compensation:
Commensurate with experience.
