About ITLC

The International Transportation Learning Center (ITLC) is a national nonprofit based in Silver Spring, MD, dedicated to advancing frontline workforce development across industry sectors critical to the nation's economic growth—including transportation, infrastructure, and advanced manufacturing. To accomplish this mission, ITLC builds and supports partnerships that enhance workforce skills, promote career advancement, and improve organizational performance.  

For two and half decades, ITLC has been a national leader in frontline workforce development. With its origins in the public transportation industry, the organization established itself by building partnerships that led to the development of structured career pathways, national training standards and curricula, and mentorship and registered apprenticeship programs, all of which have supported the development of a strong and highly skilled transit workforce. And as transit technologies have evolved, ITLC has combined its long-term experience in workforce preparedness with its technical expertise, supporting organizations as they address the workforce challenges associated with deploying low- and no-emission vehicles. 

In 2021, the Federal Transit Administration (FTA) selected ITLC to operate the Transit Workforce Center (TWC)—FTA’s first-ever national technical assistance center for transit workforce development. Through TWC, ITLC assists public transportation providers and their partners on frontline workforce recruitment, hiring, retention, training, and career advancement. 

What ITLC Can Do for You

Building on its expertise in public transportation and responding to requests for  services that support workforce development in a range of industry contexts, ITLC has expanded its work into other sectors vital to the nation’s infrastructure and economic growth, including: 

  • School bus transportation
  • Passenger and freight rail
  • Advanced manufacturing  
  • Trucking, warehousing, and logistics  
  • Other key infrastructure sectors such as water and wastewater systems, and utilities and energy    

Utilizing its depth and breadth of experience and expertise across industries and sectors, ITLC continues to design and deliver industry-responsive curricula, training, and programs that strengthen organizational performance and support long-term workforce development strategies.
