Statement of Qualifications (SOQ)

Contractors and consultants interested in providing services to the Transit Workforce Center (TWC) should submit a SOQ package addressed to Liz Waller. 

A complete package will include: 

  • A brief statement of qualifications based on the areas of interest (no more than 1,500 words).
  • A resume for key individual(s) to provide the services
  • At least three references of stakeholders familiar with the consultant/contractor’s work
  • Rates for hourly and daily work

Areas of interest

The TWC is seeking Subject Matter Experts (SMEs) in workforce development for a variety of front-line transit occupations including providing technical detail on the skills needed for maintaining and operating the new technologies required for Zero Emission Buses. SMEs may be engaged for peer-to-peer learning that requires more than a simple exchange of information. Experts in workforce development topic areas including registered apprenticeship and on-the-job training led by journey-worker mentors may also be used as co-organizers or facilitators of meetings. Similarly, experts in various front line-line transit occupations are encouraged to submit. These occupations include: 

  • Bus operations
  • Bus maintenance
  • Rail car maintenance
  • Signals maintenance
  • Traction power maintenance
  • Transit elevator-escalator maintenance

Faculty/instructors/training staff interested in the direct support of agencies making a robust effort to upgrade training are also highly encouraged to submit qualifications as should contractors and consultants capable of conducting job task and skills gap analyses, developing and providing training to instructors and mentors, and working with subject matter experts on curriculum and courseware development. 

Selection Criteria 

Submissions will be rated based on the qualifications submitted and based on the needs of the organization. Contractors and consultants rated “qualified” will be notified in a timely manner and added to an internal list for current and future work. 

Submission Requirements 

This request for Statements of Qualifications is open on a rolling basis. Submissions will be accepted continuously and reviewed as business needs dictate. ITLC reserves the right to announce a closing of the process at any time. Such announcement will be made on ITLC’s website, www.transportcenter.org.  Qualifications should be submitted by email. 

The purpose of these documents is to demonstrate the consultant/contractor’s qualifications, competence and capacity to undertake services in conformity with the requirements of this solicitation. As such, the substance of the response will carry more weight than the form or manner of presentation. The documents should demonstrate the qualifications of the vendor and of the particular staff to be assigned to this engagement.
